A quorum is only required when conducting an actual vote. A quorum is 15% of the membership. Therefore, 36 households in good standing must be present. It is important to note that membership is by household and not by individuals. If two persons sign in from the same household then that counts as only one. The sign in sheet contained 36 lines with signatures. Many were from the same household. I took a photograph of the sign in sheet but since no quorum was actually needed, it was a mute point and not important enough to bring up. Just remember, membership is by household which is why the old sign in sheets were printed with streets and street numbers. As an example, I would find the Bluebeard sheet and sign in by number 11.
